Job Purpose



To support the HSE Supervisor in implementing, monitoring, and maintaining Health, Safety, and Environmental (HSE) programs across onshore Oil & Gas operations. The HSE Assistant Supervisor assists in ensuring compliance with company policies, client requirements, industry standards, and regulatory requirements while promoting a proactive safety culture and minimizing operational risks.

Key Responsibilities



HSE Compliance and Monitoring



  • Assist in the implementation and enforcement of company HSE policies, procedures, and management systems.
  • Conduct routine site inspections to ensure compliance with safety and environmental requirements.
  • Monitor work activities and identify unsafe acts, unsafe conditions, and environmental hazards.
  • Ensure corrective actions are implemented and effectively closed out.

Site Safety Oversight



  • Support daily operational activities by providing HSE guidance and monitoring compliance.
  • Participate in pre-job meetings, toolbox talks, and safety briefings.
  • Verify that personnel are using appropriate Personal Protective Equipment (PPE).
  • Monitor compliance with Permit-to-Work (PTW), Lockout/Tagout (LOTO), confined space entry, working at heights, lifting operations, and other high-risk activities.

Incident Reporting and Investigation



  • Assist in the reporting, recording, and investigation of incidents, near misses, and unsafe conditions.
  • Collect relevant information and evidence during investigations.
  • Participate in root cause analysis and follow-up of corrective actions.
  • Maintain incident and safety statistics records.

Risk Assessment and Hazard Management



  • Participate in Job Safety Analysis (JSA), Hazard Identification and Risk Assessment (HIRA), and Task Risk Assessments.
  • Assist supervisors and work teams in identifying and mitigating workplace hazards.
  • Monitor the effectiveness of control measures.

Environmental Management



  • Support implementation of environmental protection measures.
  • Monitor waste management, spill prevention, pollution control, and environmental compliance.
  • Participate in environmental inspections and awareness campaigns.

Emergency Preparedness



  • Assist in organizing and conducting emergency drills and exercises.
  • Support emergency response activities during incidents.
  • Ensure emergency equipment is available, inspected, and maintained.

Training and Awareness


  • Deliver or assist with HSE inductions and awareness sessions.
  • Promote safety campaigns and behavioral safety initiatives.
  • Support competency verification and training record maintenance.

Documentation and Reporting



  • Maintain HSE records, inspection reports, training records, permits, and compliance documentation.
  • Prepare daily, weekly, and monthly HSE reports.
  • Assist with client reporting requirements and audit preparation.
  • Support internal and external HSE audits and inspections.

Qualifications



  • Diploma or Certificate in Occupational Health & Safety, Environmental Management, Engineering, or a related discipline.
  • NEBOSH International General Certificate (IGC), IOSH Managing Safely, or equivalent preferred.
  • Valid HSE-related certifications applicable to the Oil & Gas industry are advantageous.

Experience



  • Minimum 3–5 years of HSE experience within the Oil & Gas, Energy, Petrochemical, Construction, or Industrial sectors.
  • Minimum 2 years of experience in onshore Oil & Gas operations.
  • Experience supporting Permit-to-Work systems and high-risk operational activities.
  • Familiarity with contractor management and field-based HSE monitoring.

Skills and Competencies



  • Strong understanding of HSE legislation, standards, and best practices.
  • Knowledge of Oil & Gas operational hazards and risk management techniques.
  • Familiarity with OGP/IOGP guidelines and industry HSE standards.
  • Strong inspection, auditing, and incident investigation skills.
  • Effective communication and presentation abilities.
  • Good report-writing and documentation skills.
  • Proficiency in Microsoft Office applications.
  • Ability to influence safe behaviors and work effectively with multicultural teams.

  • Compliance with company and client HSE requirements.
  • Timely completion of inspections, audits, and safety observations.
  • Reduction in unsafe acts and conditions.

  • Contribution toward achieving zero harm and zero environmental incidents objectives.

Operational Requiement



During active operations, shall maintain a 24/7 operational manning regime by rotational shifts, including nights, weekends, and public holidays, for all operational roles required to support vessel operations, loadouts/backloads, quayside activities, yard operations, customs and materials handling, and time-sensitive drilling logistics.
