Job Purpose



The Buyer – Services is responsible for the procurement, administration, and management of service contracts required to support offshore operations. The role ensures that services are sourced from qualified contractors in accordance with company procurement procedures, client requirements, HSSEQ standards, and approved budgets.

The Buyer manages the complete procurement cycle—from receipt of service requisitions through tendering, commercial evaluation, purchase order issuance, contract administration, invoice verification, and supplier performance monitoring to ensure uninterrupted support to offshore operations.

HSSEQ Responsibilities



Minimum Qualifications



• Diploma or Bachelor's Degree in Procurement, Supply Chain Management, Business Administration, Commerce, Engineering, Finance, or a related discipline.
• Chartered Institute of Procurement & Supply (CIPS) Level 4 or higher (preferred).
• Contract Management qualification (advantageous).
• SAP MM or equivalent ERP procurement training (preferred).

Experience



• Minimum 5 years' experience in procurement or purchasing.
• Minimum 3 years' experience procuring services in the Oil & Gas, offshore drilling, marine, mining, EPC, or heavy industrial sectors.
• Experience in managing service contracts and tender processes.
• Experience negotiating commercial terms and conditions.
• Experience working with ERP procurement systems.
• Experience supporting offshore operations is highly desirable.

Technical Knowledge



• Service procurement and strategic sourcing.
• Tendering and bid evaluation methodologies.
• Contract administration and commercial terms.
• Supplier relationship and contractor performance management.
• ERP procurement systems (SAP MM, Oracle, Microsoft Dynamics, or equivalent).
• Budget management and cost control.
• Microsoft Office Suite (advanced Excel preferred).
• Understanding of offshore drilling support services and contractor management.
• Knowledge of local procurement legislation and international contracting practices.
