Job Summary:

The Scaffold Supervisor is responsible for supervising and coordinating all scaffolding activities on construction and operational sites. The role includes planning, erection, alteration, inspection and dismantling of scaffolding systems, supervising scaffold teams, ensuring compliance with approved designs, project specifications, safety standards and applicable Namibian requirements. The Scaffold Supervisor is accountable for ensuring that scaffolds are safe for use, correctly tagged and handed over, and that work is completed efficiently, safely and within project schedules.

Key Responsibilities:

Team Supervision:

• Lead and supervise scaffolders and scaffold teams. Allocate daily tasks, monitor productivity and ensure work is carried out safely and to the required standard.

Scaffolding Planning and Coordination:

• Plan and coordinate scaffold requirements with construction management, supervisors and other disciplines. Ensure scaffolds are available when required and do not obstruct other project activities.

Quality Control:

• Monitor and inspect scaffolding to ensure it is erected, altered and dismantled in accordance with approved designs, project specifications and safety requirements. Ensure platforms, access, bracing, ties, guardrails and toe boards are correctly installed and address deficiencies promptly.

Safety Management:

• Enforce working-at-height, fall-protection, access, housekeeping and scaffold safety requirements. Conduct toolbox talks and ensure employees use the required PPE and fall-arrest equipment.

Training and Development:

• Provide on-the-job coaching and guidance to scaffolders and ensure team members are competent for the work allocated to them.

Resource Management:

• Control scaffold materials, components, tools and equipment. Ensure components are inspected, correctly stored and defective items are removed from service.

Documentation:

• Maintain scaffold registers, inspection records, handover certificates, tagging records, daily progress reports, timesheets and other required project documentation.

Problem-Solving:

• Identify unsafe conditions, access constraints and operational issues affecting scaffolding activities and implement appropriate corrective measures.

Compliance:

• Ensure scaffolding work complies with project procedures, approved scaffold designs, client requirements, applicable safety standards and relevant Namibian occupational health and safety requirements.

Communication:

• Maintain effective communication with construction management, HSE personnel, engineers, supervisors and other stakeholders regarding scaffold priorities, status, restrictions and safety concerns.

Qualifications and Experience:

• Grade 12 or equivalent qualification.
• Recognised Scaffold trade qualification / apprenticeship or equivalent vocational training is required.
• Relevant scaffolding, rigging, lifting, working-at-heights and project-specific certifications or authorisations are advantageous and must be maintained where applicable.
• 5-7 years of scaffolding experience within construction, mining, industrial or similar project environments, with at least 2-3 years in a supervisory or scaffold foreman/supervisor role.

Technical Skills:

• Strong knowledge of scaffolding systems, erection methods, load limitations, access requirements, tie patterns, bracing, platforms, edge protection, scaffold tagging and inspection requirements. Ability to interpret scaffold drawings and approved designs.

Leadership:

• Proven ability to lead and control scaffold teams, allocate work, manage productivity and maintain high safety and quality standards.

Problem-Solving:

• Strong practical problem-solving skills, with the ability to identify constraints and resolve issues efficiently and effectively.

Communication:

• Good verbal and written communication skills, with the ability to interact professionally with employees, supervisors, engineers and other stakeholders.

Organizational Skills:

• Strong planning, organisational and time-management skills, with the ability to manage multiple work fronts and priorities in a project environment.

Safety Awareness:

• In-depth understanding of working-at-height risks, fall prevention and protection, scaffold stability, exclusion zones, dropped-object prevention and safe access requirements.

Physical Requirements:

• Ability and medical fitness to work safely at heights, in confined spaces and in varying site and weather conditions.
• Ability to perform the physical requirements of site supervision, including walking work areas, climbing access structures and standing for extended periods.

Work Environment:

Project/site working hours and roster arrangements will apply in accordance with operational requirements, the employment agreement and applicable Namibian labour requirements. Overtime may be required based on project demands.
